Create a climate assembly to oversee transition to carbon neutrality in 2030

It is difficult for Hull City Council to manage the 9-year transition when councillors face elections every year.  Change is often unpopular and there will be short-term winners and losers in every step along the path.  The transition is too important to be swayed by ward-level pressure groups, to be influenced by industry lobbying, and to be undermined by party politics as control switches from one party to another.  Hull needs a properly constituted Climate Assembly, made up of a large and representative sample of residents willing to engage with the process for a significant length of time.  The Assembly should have access to a wide range of advice from experts, to all information held by the Council and have the right to question council officers.  Assembly meetings should be recorded and viewable from a website, where all documentation submitted and produced would be accessible.
