i59: Use Abandoned Spaces to Create Affordable Housing

Large areas in Lees are abandoned and should be repurposed for development, in particular for building houses. It is better these houses are built within the existing city using abandoned spaces rather than on the outskirts of Leeds. 

Rationale
1) Building houses within Leeds on abandoned spaces reduced the need for commuting, which is good for the environment as well
2) We can preserve nature outside the city 
3) Affordable, good quality housing is desperately needed in Leeds, which is a growing city

Care has to be taken not to over develop a site. There is an example of this on my street where an off street development, the developer wants to add 149 dwellings in a lot where the recommendation was for just 59. It's also close to a water course so has a flood risk.
