i101: Cycling infrastructure to meet London Cycling Design Standards

All cycling infrastructure to meet or exceed the London Cycling Design Standards:

Hull City Council has repeated demonstrated that it is incapable of designing safe and effective cycling infrastructure.  Much of the existing infrastructure did not meet DoT standards at the time of construction.  The most recent infrastructure, on Beverley Road opposite Fountains Road, is unspeakably awful and obviously seriously dangerous to cyclists and pedestrians.  The dangers were highlighted during consultation, and then ignored.  Cycling infrastructure design needs to meet or exceed best practice for UK conditions, as specified in the London Cycling Design Standards.  Design projects should be outsourced to organisations with a track record of success.  Existing infrastructure needs to be brought up to at least minimum standards.
